The official world federation of this martial art is the International Qwan Ki Do Federation (IQKDF).
Thày Chưởng Môn PHẠM Xuân Tòng began martial arts at the age of 9 in Vietnam.
He had the privilege of becoming a student of a great martial arts master: Master Châu Quan Ky at the HỔ HẠC TRẢO school. For almost fifteen years, the young PHẠM Xuân Tòng trained daily to deepen his knowledge and master the practice of martial arts. In 1968, at the age of 23, he moved to France to complete his studies. He then learned of his Master's death, and that the latter had chosen him as the testamentary heir to his method. Thày Chưởng Môn PHẠM Xuân Tòng accepted the mission entrusted to him by his Master, and in 1981 created QWAN KI DO in honour of Master Châu Quan Ky.
